Gavin set the binder on the kitchen island, turning the heavy pages under the soft overhead pendant lights while Tessa poured two cups of chamomile tea.

The cover sheet was stamped in red ink:

What had begun as a forty-second video clip of three ruler strikes had expanded into a comprehensive archaeological dig into five years of educational malpractice.

The report documented thirty-four separate interviews with former students, cafeteria staff, janitors, and substitute teachers.

On page forty-two, investigator Frank Henderson highlighted a recurring pattern of what the report termed 'administrative gaslighting':

*‘Mrs. Dalton systematically targeted students experiencing domestic disruptions, temporary medical recoveries, or documented learning differences. By manufacturing minor compliance violations, she established a pretext of behavioral instability that insulated her from parent scrutiny.’*

Tessa leaned over Gavin’s shoulder, reading a section from an interview with an eighth-grade girl who had been in Mrs. Dalton’s class two years earlier:

*‘She made me throw my lunch in the trash because my thermos spilled on the desk. She told the guidance counselor I had an eating disorder and was throwing my food away on purpose to get attention.’*

Gavin closed his eyes, rubbing his temples with two fingers.

"She didn't just punish kids, Tessa," Gavin whispered, his voice trembling with quiet horror. "She rewrote their personalities so nobody would believe them if they complained."

On page one-twelve, the report detailed the physical ruler itself.

The wooden instrument had been custom-weighted with lead tape along the underside spine—a modification designed to maximize physical sting while minimizing surface lacerations or external skin bruising.

"That wasn't a disciplinary tool," Gavin said, his fist clenching until his knuckles popped. "That was a weapon she designed to avoid leaving marks."

Tessa closed the heavy binder, resting her palm flat against the cardboard cover.

"The district can't bury this now," Tessa said softly. "It's on the permanent public record. She will never be alone in a room with twelve-year-olds again."
